Yes, they are supposed to be internal ip addresses.
As with every new device plugged into the modem, you have to unplug the power cord to the modem. Unplug power cord from the router. wait about 10 seconds, 30, if you have patience (but not necessary), plug power into modem. Wait for blocksync. Then plug in power to router.
It's the same thing Comcast tech is going to tell you to do, if they don't refer you to dlink support

If you have setup the router properly for static ip, then you should be all set to go at this point. you can always log into the router, go to tools>system check, and type in a url like www.comcast.com or www.google.com and hit ping. You should see something OTHER than "destination host unreachable" or "request timed out".
don't forget to hit stop.
If you get responses from whatever address you ping, then the router has internet access. If your PC's don't, then it's LAN misconfiguration, or your firewalls blocking the new network.
