I found a new bug in e-mail notification configure.
If I check option of e-mail notification on settings camera page from mydlink.com account e-mail notification are not turned on in camera internal webpage settings. But the motion and voice detection from the mentioned above case work properly.
Configuration e-mail notification from mydlink+ app for example blalbla@gmail.com not work right. In this case e-mail settings in internal camera webpage became wrong: not right e-mail account and port.

D-Link released DCS-931L firmware version 1.04b01 that addresses email notifications:
