Monitoring/Blocking Web Access

I know that in the DLink firmware you can block sites.

But, (my situation here is a bit confusing; if you must know, I can link you to a blog post or something)...

Without setting up a firewall server (unless there is free software, maybe open-source), is it possible to block sites according to their category? Or maybe more URLs?
