Thank you for the response.
I have no idea what "region" I am in.
I don't understand these instructions for the QoS issue .... 2. QoS won't accept any input values or priority settings after a period of time. Can make configuration changes after doing a factory reset, use the set up wizard, then go directly to QOS and set up ISP values.
"after a period of time"

? My period of time was immediately. Yes, immediately after a reboot of my router upon doing the firmware update, I entered QoS and noticed the new fields for uplink and downlink speeds. I immediately ran a speed test and noticed that I was being capped at the values that the firmware entered into those fields ... 2/8 Mbps. I immediately attempted to change those values to 5/50. Would not save, defaulted back to 2/8.
So, you are suggesting a factory reset .... use setup wizard, then go directly to QoS? If I am recalling correctly, a factory reset will take me back to the previous firmware version, yes? In that version, there are no uplink and downlink fields to be set in QoS. So, in essence, QoS is totally worthless in the new firmware version. Even worse, it likely winds up being populated with values in the uplink and downlink fields that severely restrict your internet speeds. Yes?
