Router Config for Wake on Wan

Hi All:
I am posting this in hopes that maybe someone out there has an idea as to what I may be doing wrong in my router config to allow a WOL from the internet. Here is the story....

I have set up one of my computers at home to be a vpn server. I want to be able to turn it on when I need to access the vpn server, rather than leaving the pc on all the time. I have configured the pc and NIC correctly. I have put the pc in standby mode, and using several different wol utilities (depicus is the main GUI program), I can wake the pc from another pc from inside the LAN at home. This all works correctly and seems to be fine - as long as the pc is behind the router.

the problem I am having is waking the vpn PC via the internet from outside my home LAN. I am wondering if I have properly configured my router to enable this, or if I am missing something on the router firewall or ?????.....
At this point, I have tried both 'port forwarding' port 9 as well as using 'virtual server' for port 9 (not both at the same time) using the vpn PC's internal assigned LAN ip address as the destination. I have used UDP protocol. I have also used port 9 for both private and public port.  At this point, I thought that using the router external IP addess as the destination IP for the magic packet (I am using depicus's tool to wake as well as a couple other internet hosted sites that transmit the magic packet) would allow me to remotely wake up the vpn pc. However nothing seems to be working. ~~~ugh~~~~

This seems really strange since the non-internet tools (depicus) work when I am using another computer on the lan, i.e. I can wake the vpn server. But once I get outside of my network, nothing....I also verified that none of the tools outside the lan did in fact work by remotely accessing the router and trying to ping the pc using the Tools-System capability of the router.  No response, so clearly the pc is still in standby.  So at this point, I am not sure what to think, other than I am missing some setting on the router. Does anyone have any ideas?? Any help would be very much appreciated!
