My DPH-50U does not work

I installed DPH-50U to my computer.  I have skypeout credit and I could use skype through PC.  But I can not use skype through telephone handset.  I think sound is OK.  But when I call to my cell phone start from 001, after that no ringing sound.  Of course my cell phone does not ringing.   What is wrong with it?

try this:

the latest skype software lacks the speed dial capability, here's a simple app with explanations that will do the trick. Forgot where I found this.

I'm using it and it works
I push 'talk' on the handset, then ## for the skype dial tone, enter any speed dial number followed by *
