I am trying to setup a L2TP VPN server on DSR-250 and access it via external network.
When trying to access it from a Windows 10 machine I am getting the "The L2TP connection attempt failed because security policy for the connection was not found" error.
The router's WAN has a real static Internet IP (no NAT) and the router is receiving pings from external network (after the proper IGMP configuration).

I've also tried playing around with "IPSec policies":
https://imgur.com/a/l6kl9fk even though I believe those have nothing to do with the L2TP server, but are rather for a different VPN-protocol only supported on Windows machines via a Shrewsoft client. I've entered the same preshared key both into the L2TP server settings and the IPSec policies page.
Still, I am getting the "The L2TP connection attempt failed because security policy for the connection was not found" error on the client side.
What should I be looking into?
