Website filtering and VPN

If i enable Website Filtereing to only ALLOW access to sites listed my Virtual server connections are stopped which includes my VPN connection. Also Access to computers connected to the router is also halted. I thought this filter only applies to what is accessed thru port 80.  What gives?
