NTP Sync and Timezone after restart

After upgrading to firmware 1.07b and restarting the DNS-323 I noticed that my system clock had not sync'd correctly and was displaying time in UTC even though daylight saving was configured.  To get it to update I had to login via the admin page and "save" the settings (all setting were correct) to get it to observe daylight saving correctly.

Is this a known issue or has anyone else had this problem?
