The command mentioned above is a WINDOWS command prompt command, not a Linux shell command.
or just manual delete all the $RECYCLE.BIN using Explorer....
Just tried deleting one from the command prompt (as administrator) and it got rid of it such that just refreshing didn't bring it back, but when I deleted a file from that directory as a test, $RECYCLE.BIN reappeared straight away... grrrr
