Have you even tried looking at the software to see if it lets you limit its upload bandwidth?
Yeah that was the first thing I did, there are a few problems though lol. First off she has a version in another language, I can't read it and she is not computer literate nor able to translate some more technical words. I downloaded the so called English version and every bit of the text looks like this

?? . So trying to figure out what each option means is a huge pain in the rear as she has to try and translate each word. I did find the spot that I believe had something to do with bandwidth and I tried to set it to a few hundred k but it changed nothing. My guess is it had to do with upload speeds but I am not 100% positive of it. I did web searches for help on the subject and came up with several posts by people saying the software just can't be changed and does what it wants which means eating up all the bandwidth.
I did have a bit of success with my PC by using the gamer fuel option that was suggested above. I ended up giving her a static IP address and putting her priority to the lowest possible. I then made my PC static as well and took a range of IP's that my 360 seemed to be jumping between and made those all priority 7. So far my PC works perfect, a bit slower then normal but I can watch you tube videos and play games online decently. My 360 is a bit better but still gets laggy at times which can be frustrating but at least the games are not slide shows anymore.
The funny thing is her program still eats up as much bandwidth as it can get so she never has a problem with it streaming videos flawlessly. It is usable for now and until I can come up with a better solution it will have to do. Thanks again for all the help.
